When a hospital doesn't meet the requirements of its bond covenant, the Bond insurer or other creditor often has the right to require that the hospital engage a consultant to conduct a Bond Covenant Violation Study (also known as a Rate Covenant Violation). The request for a study is usually indicative of underlying financial and operational challenges that need to be identified and addressed without delay. A hospital may choose to initiate a study in advance of a request by a Bond insurer or other creditor.
